Help: 99' S80 - How do I remove crank pulley bolt?

Everything on the Volvo S80. Sometimes called an "executive car", the S80 was Volvo's top-of-the-line passenger car. P2 platform.

Okay, so I could use a tip from a pro.
I'm going for changing the front seals (Cams and crank) and I have the cam lock tools that situate in the rear of the cams.
I'm using manual tools, as I don't have an air compressor.
What I'm noticing is that I can't crank off the crankshaft's main Pulley Bolt without seeing the Cams above still wanting to turn slightly, EVEN WITH THAT LOCK TOOL ON THE REAR! The slightest bit of movement has got me worried. Are those cams not stable and solid all the way through?
This car is so touchy it seems, every step of the way.

Can anyone help me here?
Even if I had the timing belt off, and let the cams sit up there, locked in their own old position: how would I stabilize the crank pulley and keep its position in place anyway?

I ended up using a cheap electric impact from harbor freight. You may be able to "simulate" an impact by pushing sharply with your foot (more force) in a quick motion to take advantage of any friction in the motor to break it loose. It is the method I use to use on other vehicles in the past before I got the impact. Any constant turning will start putting more of the stress on the cam lock tool. Just and idea.
