Ok I had the timing belt, water pump, tensioner, camshaft solenoid (oem), camshaft positioning sensor (oem), rebuilt abs module through myairbags, abs wheel sensor and MAF all new and changed out.
Problems.
Code P0014 cam overadvanced or system performance
what I found as possible causes
1. Timing off = new belt and changed out, had my mechanic and local imports mechanic check both say the timing is right on
2. Cam solenoid = new changed
3. Camshaft positioning sensor = changed volvo part
4. oil pressure = I do not know how to check if anyone can tell me how will be appreciated but I do not have any oil pressure light on
5. replaced cam seals front and back
Code P1550 also ABS light is on and when I drive it tracs comes on and will only drive in winter mode in regular driving it won't shift pass third keeps down shifting
What I found possible causes
1. ABS Module = rebuilt/fixed by myairbags
2. ABS wheel Sensor = new (oem) replaced
3. PNP have not replaced but I did the old back and forth method still runs the same
Hard Starting sometimes it starts in 2 seconds sometimes 8 seconds or more after it does finally start smell gas
1. Fuel Pump = new replaced
2. Fuel Assembly = replaced with OEM used I do here it prime before starting and tried the position II then try starting still same results
3. Battery = New
4. ECT = replaced new
Any other suggestions on where to go from here?

Timing marks can be right on, but the VVT can still be off. I've done it even after doing several of them.
No start....if you disconnected the MAF during all of that, it's a possibility. Same if the CPS isn't plugged in correctly
ABS light....they should have scanned the codes, given them to you and cleared the module. IF it was tested and cleared the light should have been off as soon as you started the car. If they didn't immediately go off that means either there is a continuity issue somewhere in the system, a fuse is blown or the module is bad. Sometimes they have an internal fault and can't be fixed, but that's something that generally is checked before repairing it. They should bench test them before fixing them, but you'd have to ask them.
make sure the large harness that plugs into the abs module is 110% fully seated and locked down into place. No movement at all. Also, try starting the car with the ABS module disconnected from the large harness, if it starts then some pins inside got bridged and the module is hosed.

Thanks for the response I will try unplugging the abs module and see if it starts or not.
For the CPS I double checked the connection it is connected correctly, the only time for MAF is when I changed it out.

well I went and unplugged the abs module and the car did start so I am assuming this means that is no good?

One more question how do I check the VVT being off? I do have an OBD II scanner

Your ABS module is supposed to have ten blue round coils on the underside of it and say TRACS on the lid, if they sent you back the wrong one (96-98) it won't start, if it's fubared it also won't start. I can't see it so I can't say, you should probably call them up and talk to the tech that worked on it.
It sounds like you pulled the pulleys when you did the cam seals, you may have messed the VVT side up.

the abs module does have the ten blue round coils and i know it is the same as I sent out because of a scratch across the top it does say tracs.
I didn't do the timing belt work had local mechanic do it but how would i go about fixing the vvt if it can be done?

The mechanic that did the t-belt job...does he regularly work on this type of car? Did he set the VVT up properly after the pulley removal? There are writeups on this site on how to reset the VVT.
ABS...that's between you and the outfit that fixed it. If the car started before it was "fixed" and doesn't start now then apparently something isn't right. I'm sure they offer a warranty and support so you should be good.

not regularly as I know if but i did find some write ups and going to take to him (been my mechanic for over 12 years now) see what he can do.
Abs I found one on ebay I am going to buy which is off a volvo that was rear ended so he is parting it out.
