Brake lag after starting

Im trying to diagnose my problem, I have the brake lag at start almost hit another car in reverse yesterday,

I did the trouble shooting tutorial https://www.matthewsvolvosite.com/forums ... 7&p=290841

It seems the switch is good is open when its supposed to and closed when its supposed to be, I couldn't get the vacuum pump to run once during this operation. The fuse is good, and have voltage at the vacuum switch. I guess the vacuum pump could just be bad, but what would of caused that? I thought a bad switch causes the pump to go bad or can they just go bad on their own? Is there any way to test voltage at the connector to the pump? positive to a terminal and ground to the car?

This is an 06xc90 2.5tawd
