2001 S40 Steering Rack Noise

My brother purchased a 2001 S40 with 126,000 miles a few days ago and was told by the previous owner it needs a new rack. He got it for a decent price because of that but I'm trying to see if we could fix this without having to replace the rack. There is no play in the steering and the car does not pull at all. Everything seems tight. Also, no leaks. The noise is only present when turning the wheel standing still. The noise is not present when turning while moving. I flushed the uber dark ATF that was in there and replaced it with Pentosin. The noise is still present but it's only been a day. It is not a clicking sound but almost like a slight low pitch rubbing. It almost sounds like something is moving in the mechanism. I've chased the sound past the steering column and firewall so it's definitely coming from the rack.... any ideas?

Well.... Lucas to the rescue again. Put 1qt. in and the noise has reduced by more than half. Still there but much better.
