98 V70 AWD leak on top of fuel tank

Howdy all.
Funny enough I happened to pick up HollySugars 2000 v70R for what I thought was a good price if I was able to fix it myself. I have been reading and researching on the forums as I tinker away. I drained the tank near empty, raised the rear 30" or so, borrowed air tools, dropped the control arms as much as I could, dropped the housing on the drive shaft, dropped the tank down a few inches and then cycled the fuel pump. There was enough fuel left to expose the problem thankfully. Looking at it now though, I do not know what the part is that is leaking, nor if I could get to it without further disassembling the subframe, exhaust, drive shaft etc....
The culprit seems to be on a hub of sorts that looks a bit like a fuel line octopus, and there is a small silver canister which looks like a fuel pressure regulator to my best description. The aft line coming from that is spraying an unhealthy amount of fuel from the hose where it attaches. I will attach a pic taken through the passenger side rear wheel well on the top aft side of the tank.
My questions for you:
Where does this hose go to?
can it be reached by possibly removing the filler hose at the tank?
If I was to disassemble my drive line... I notice two different sets of the allen bolts at the rear, on either side of the viscous coupler i think. Undo it at the front or back side. and how on earth to you get to the top two of the four bolt holding that housing?
standing by, any help is appreciated as I am dealing with the same pool of mechanics she was, all in the $700 to take a look at it range.

I looked at the pictures and don't recall seeing that assembly on the top rear of the tank. Can you see it from the access port inside the car? The fuel filter sits in there behind the tank, but that component doesn't look like the filter. Take a look at the diagram (i think posted earlier in the thread).
