99 v70xc hard starts in cold weather only

So i am still having this issue that i thought may have once happened due to moisture in the fuel tank. But since i have kept the fuel well above half way especially around colder temps. But the car only does it on extremly cold mornings (10-25deg f). It will crank over catch and die out immediately, i will let it sit try to turn it over again a minute later it may or may not catch but then will cut out. This can go on a few times. Here is what i know (and am thinkin of while writing this) Batt is good, starter is good, i push on the schrader valve on the fuel rail and fuel squirts out. When i do go to start the car, i let the fuel pump fully cycle before turning the key fully to start the car because ive done some reading about a check valve located in the fuel tank that i believe may have gone out. Ive noticed that when the car does finally start and stay running the exhaust while sputter out for a few seconds as well as it will make a weird "grinding" type noise that sounds some what electronic. Im a handy person but new to volvo's i have never owned one before this. thanks

and the car also has a check engine for p1332 for the cvvt solenoid/valve

Well you'll want to eliminate that variable from the equation first. I think we've found our starting point. Pop a new solenoid on and report back.

Ok. The solenoid has been replaced and the check engine light is off. But the car still does not turn over in cold weather. It will do the same, the starter will catch, the engine will rev, and then immediately die. Hours later it will in the afternoon it will start just fine. The vehicle has a full tank of gas, a good battery, a good starter and now a cvvt solenoid. It seems as if something may be messing with the valve timing. I can't afford to go to a shop so I could use some real help and ideas. Thanks y'all.

I think the noise you might be hearing is the idle air valve trying to fight the stall.

This does sound a bit like a bad temp sensor not giving a rich enough mixture at a cold start. It floods the cylinder with gas to get it started, as do all fuel-injected cars, but then doesn't give enough gas to keep it running.

That said...the 1999-2000 models will do funky things like start and then shut off immediately if the immobilizer circuit cannot read the signal from the chip in your key. Pull off the steering wheel shroud and unplug the little collar around the ignition key hole and clean the contacts with electrical cleaner if they seem dirty.

For my 850 it all came back to the Fuel pump relay. $30 to replace.
I haven't had the problem since.

Same symptoms : You start, it would rev, and within a second die.
Try after try, it would eventually catch. The colder the longer it took.
If I'd have the window or the door open I could hear an electronic sputter right at starting.
This was the relay. Eventually it would have a light whir to it as everything came on and stayed on.
Easy fix, and now I have no problem anymore.

Someone recently posted something about taking the Fuel Pump Relay indoors for the evening and then plugging it back in morning to test if the cold was bothering it.

No idle air control valve on a 99.....it has Electronic Throttle body.

I would Check fuel pressure at the rail to make sure it is up to snuff. Sacrifice a cheap tire pressure gauge for this and wear gloves. Old towel and fire extinguisher nearby.

I'll look up the specs and post

I considered trying this too, however where the old one would take about as many minutes to start as it was Celsius below 0 (pretty accurate rule of thumb too surprisingly) the new one starts on first attempt regardless of how cold it is. Thus it wasn't so much affected by cold as it was simply old. I did keep the old one as a backup (indoor) just in case.
