The main lighting control relay has 104/ 108 printed on it, it is located in the fuse panel at the base of the windscreen, you need to remove the four torx head screws from the fuse box top cover to get at the relays.
The main headlight relay also contains a bulb failure detector for each headlight, if one of these items (known as a shunt) within the main headlight relay has burnt out it might explain the issue.
I would be probing around with the voltmeter following a wiring diagram prior to swapping relays out as the relay isn't prone to failure - Mike
