Moto77, I have a 2002 XC70 as well and the same problem popped up today with mine. Was yours covered under the recall?

It is a good sign on a P2 model. The fan control module responds to the signal lost on the control wire. The ECM commands the fan to stay on for a reason. You can look for codes. Look at the coolant temperature with a scanner. It could be a defective thermostat and/or a bad coolant sensor. It is good practice to replace both if they are original. If I recall well from 2002 to 2007, the thermostat can't be replaced separately. The housing is sold with the thermostat and coolant sensor.
You can look for help in the repair database.

My situation: as soon as engine is turned on then the roar of the fan is present and remained on until engine was shut off...xc2007...March 2014 NJ.
The problem was low on refrigerant...once topped up then fan stabilized, which means:
a. initial engine start and fan remains off
b. air on then fan on
c. engine turned off and fan runs for a short while and then shuts off
...amazing, just for lack of refrigerant...

I just started experiencing this same problem on my 02 XC70 and the "violet wire test" confirmed my fan control module was bad. Volvo did not have a recall for my VIN. Thank you to the posters for the valuable info!
