1989 240 DL engine cannot shut off, very strange!

1989 240 DL engine cannot shut off, very strange!

I bought this car 6 months ago and it is surely haunted. Always drove Volvos, but this one is something else! I believe the previous owner did magical things to it:
1. the neighbor called me, telling me my car is making weird noises. So there she was having switched herself to the first 'on' key position, with fuel pump and dash lights on independently of human touch.
2. I inserted the key, turned her on and then off, so it stopped
3. in 2 days I had a slow battery, bought a new one (other one was old, so I fugured that may help)
4. Then I drove her for a day or so, but then the new battery was slow! - and I had another call that she was making 'noises' all by herself. At one point there was a high pitch 'screaming' sound from under the passenger side dash while she was off. Upon starting her it stopped.
5. So I had a mechanic look at the battery, cleaned up terminals, etc.. then she started and drove well for a couple days.
6. Then I drove her over 100 kms into the USA - I live in Canada - and she would not start. Battery power good, but she would not fire or get fuel. Got a mobile mechanic. He could not get her started. Tried new ECU, but I kept telling him it may be the fuel pump relay. So I had to leave my car there with him.
7. After the ECU was put in, still did not start. Then the mech 'worked' more on her in my absence, and eventually 'replaced' the fuel pump relay ($500 bill for all his work and parts) so I went down to the USA to pick her up. The car seemed fine.
8. Back in Canada, again next day, battery dead! Jumped, drove her, shut off, within 3 hours the new battery dead again.
9. Called another mechanic: he found the previous guy did not replace the fuel pump relay (he charged me for), but instead he just wired the sockets together by hand!!! and this was draining the battery!!
10. So, we got a new feul pump relay and put it in. We were SOO happy, BUT after driving her around town, NOW WE CAN NOT GET HER TO SHUT DOWN!! TURN THE KEY TO OFF, PULL IT OUT, BUT SHE KEEPS RUNNING HAPPILY!! In the end we pulled the fuel pump fuse to shut her down!
11. Upon climbing underneath myself (I am a lady by the way), I found that there was a wire inserted, jumping from the in-tank fuel pump fuse (no4) to the solenoid fuse (13)

I hope there is anyone who had a journey through the enchanted forest before and can guide me as to WHAT the heck is happening here? Could a new ECU help - the one we put in was a used one, or does this not sound like an ECU problem at all?

It seems there is a connection between the fuel pump relay wiring and the ignition, because when the first mechanic hard wired the fuel pump circuit (omitting the relay) the car could start and shut off, but when the fuel pump relay is put in there, the car can not shut off!

Yes, there is a tiny wire connected between the in-tank fuel pump fuse and the solenoid valve fuse (13)
Now does anyone know, the number 6 fuse, on the fuse diagram shows that it is the main fuel pump fuse, however on a circuit diagram I found online here: http://www.volvowiringdiagrams.com/volv ... 201989.pdf , it shows number 6 fuse space is 'unused'. When my car did not want to shut down, I pulled that no 6 fuse, but it did not shut it off. When we pulled the no 4: the in-tank fuel pump fuse, it stopped the car the first time. NOW, I did start my car again today, and again it was impossible to shut it off with the ignition key, BUT when I pulled that same in-tank fuel pump fuse, the car just kept on running! How weird! But after a while I pulled it out again, and then the car stalled.

It sounds like your fuse terminals are all funked up. Check to make sure that the proper wires are going to the proper terminals. If you have the original fuse cover, that should have the appropriate wire colors listed for each terminal.

The wire going to the #6 fuse should be red, thicker than the rest, and should power several fuses down from there (6-11 I believe). If you remove the entire fuse box by unscrewing it from the panel, you can look behind the fuse box plastic case. You can then closely inspect the small metal parts that hold the fuses. You will then notice that these fuse holders are actually part of larger metal assemblies. Electrical current runs through these little metal parts.

If somehow your #4 (fuel pump) wire accidentally got mixed up with the metal part to which the red wire is connected, this will override the fuel pump relay and cause the car to continue to run, even when you shut it off. Good luck.

Thanks so much for this thorough reply! We are going to investigate again and will report back. We have basically just removed the xtra added-in little wire (prev. owner attached) from the in tank fuel pump to the solenoid valve fuse. At first we were just holding our breath, like: what's gonna happen now?? But nothing did, and now the car can shut off. We are definitely going to look as you have suggested behind the fuse box, because what else has this magician done to the electrical?

Removal of that wire should have done it. If you are taking your fuse box apart, for good measure you can clean your fuse terminals. Congrats.

May want to check the ignition switch...
