Playing Internet messenger for my cousin.
He's done PCV box and hoses, and swapped in a used throttle. Code persists, and it surges and generally runs like crap. Also, he pulled the MAF, and it quit as expected.
Ideas?

The MAF and the throttle are closely tied. I would begin with replacing the MAF and see if throttle codes persist. It should use Bosch number 0280 218 088.
Check for leaks in any hoses especially where clamps are involved.
