Hi,
I took my car to a shop and they check the voltage of the A/C relay in the ECM and was reading 3.5 volts and not 12v. They told me that they reset the head unit and the compressor kicked on. It seems that I have a electrical problem steeming from the head unit itself. I notice on my dash, red lights flicker on my a/c panel even when my a/c is off. How often does the actually a/c unit in the dashboard malfuntion in the S70s?

It's certainly not unheard of. It was more common in the early 850's, but there are plenty of things that can go wrong in there.
A junkyard will be your friend. I suspect that the control module from a 1999-2000 is different, so try to find a 1998.
The AC relay behind the glovebox have also been known to go bad on these cars.
