I see a small amount of them come through that have so much gunk on the inner/engine side that when they initialise upon startup they drive the butterfly closed which has a clearance of just afew thousandths against the side bore. When that happens they can jam. Usually it's with high mileage cars that have blocked or uncleaned PCVs.
The other problem with ETMs is that they can bind internally due to rust/corrosion on the magnet. This magnet has an aluminium sheathing which hides the corrosion from view however the aluminium swells and it rubs against the armature windings.
You can test for both of the above by simply removing the pipe and operating the butterfly by hand. If it binds on fully closed throttle it's usually gunk. If the binding is further in its travel the magnet is binding on the armature.

I started with one of the early recommendations and changed the spark plugs yesterday. The old ones were real tight to get out, and show wear but not burnt or any major noticeable differences between them. I put in the NGK G-power. It didn't fix the problem, and it was running about the same, then we drove the car about an hour today and the Check Engine light came on. Checked the code and it is giving a P1171 Manuf. Controlled Fuel and Air Metering. I did find one post that said cleaning the throttle body was a fix for this, seems I need to do that!
Any other things to look at?

I am finally getting back to this! Brought the car into local Meineke to check it out, while it was in for an oil change. They came back to me and said it had a code 91A7 stored, which I didn't see with my Acctron basic scanner. They said it needs a Throttle Position Sensor. In everything that I see on this forum, my car does not have a TPS module, as it has the ETM. I explained it to them and they are insisting that the TPS is in the database for my car, and that it is the thing to replace. I do see on other sites, that the part they said does show that it works for my model year, but I am thinking the cross reference is wrong.
Are they wrong, or am I missing something????

Yes, they were going to show me under the car but didn't have time to put it back on the lift. They even printed the web page with the part, p/n 158-0486, which looks like the TPS for the older V70 but on a web page where I found the part it did say it applied to the 1999-2000.
