2005 s40 t5 airbag srs module programming

i bought second hand module and gone to volvo dealer .they said because is my first time there they gone do free diagnostic . they said is my module when i ask them to program the other one they said is not possible !!!!!!they said once the software been install on module {burn on module } they can not replace the software !!!! by the way the said they need to order new one which cost $750!!!!
many people forums they said volvo reprogram the module !!!! are the volvo lying to me ? or they dont want to upload software on used part?
