The thick green wire at the ETM connector has 12V+ and the thick brown wire is ground. Remove the ETM and check them at the ETM supply connector.
If you have a voltage drop at this connector of say 1 volt that is substantial enough to look further in to the wirimg. A correctly functioning ETM draws about 1.8 amps

Voltage drop across those wires was about .09 (12.44 to 12.35), then I double checked a little while later after working on a couple of other things (and the radio draining the battery a bit) and it was .1 (12.25 to 12.15).
