I prefer to destroy components with 17psi. It's easier on the car.

You could to do the patient extended search for that occasional example of a well loved and maintained vehicle with a complete maintenance history. Then pay the higher price it commands and set aside maybe $500 in the budget for the almost inevitable unknown. That way you end up with a vehicle that may cost more than book value but be worth it to you.
The other route, if you want to put the MVS knowledge base to work
, is to find a car like described above but with a bad RMS, head gasket, or tranny problem and the owner is ready to throw in the towel and move on. We would all enjoy a "Matt's project" thread, and there might even be some hometown boys who would enjoy lending a hand.
But if it's a $500 beater and the paint, body, and or interior is bad, that plus the cost of getting to stage 0, just makes it cost prohibitive because it's the little stuff that will kill your wallet.

Even IPD's tunes which are known for filling in the area above the graph line with more color only boost to 15psi. People who overboost their turbo Volvos should have their 8mm spanners confiscated
