smoking, 1982 240 B21 Turbo

Hi, My 82 smokes a lot and I am thinking it's the valve seals. It seems to smoke the most when I accelerate hard and when I let up on the gas. Is this maybe the problem and is it hard to change the valve seals without special volvo tools? Thanks
