First let me say hi and give a little history. I have 2 Volvo's one is a 1999 V70 none turbo and the other is a 1999 S70 T5M I do all the maintenance on my cars and do not abuse them.
I am having problems with the 99 T5, I was driving alone and the car engine just stopped running and would not restart. I did a quick check and found the fuse for the fuel pump was blown so I replaced it and attempt to restart the engine the fuse broke as soon as I turn the ignition switch to the II position and does it every time.
Fact or info about the car:
Timing belt replaced last year 2013 I checked timing (good)
Replaced spark plugs last week (10/19/2014)
No check engine codes
Replaced fuel pump relay and fuel pump day of the engine stop running problem, as a attemp to fix the no start issue
There is no spark at the spark plugs. I removed the number 1 spark plug and coil and grounded it against the engine to check for spark.
The engine cranks over but will not start
I Ohm the red wire that is in the trunk of the car that supplies power to the fuel pump and it is grounded (2 wire connector)

Sorry your having troubles and hopefully we will be able to help. I would say since you replaced the fuse and it blew immediately you have something shorted. I read you already replaced the pump itself so id say its a wiring issue.

Yeah figured it was but not sure why my car is unmolested no mods. It has 226K and has never giving me problems. I replaced the fuel when the car stop thinking it was the fuel pump. It had the oem in it so I figure it was time to replace it. The fuel pump was a easy straight forward so I didn't cut any wires installing it.
I also checked wires in trunk to insure none was touching.

Your probably gonna have to dive into why its blowing the fuse. If its blowing it instantly then you have a short somewhere.

It sounds like you have two separate problems that may or may not be related. If you have neither fuel nor spark I would start with a complete inspection of the ignition system including cap and wires, solenoid and ground connections. These things can degrade over time and give an immediate no start condition. I just got through diagnosing a no start on my 98 S70, turned out to be a bad rear intake cam seal that was spraying the inside of the distributor in oil and water vapour. Since you said that you replaced your fuel pump I would also make sure that your ground connections at the pump are sound. Try removing all of the connections and apply dielectric grease to prevent arcing. Inspect all of the connectors as well as sometimes they can accidentally be compromised. If you have a helper have them turn the car over in the dark with the access panel to the pump exposed to check for arcing. Also, from my recent research another common cause of the no spark condition is the cam position sensor located on the rear (driver side) exhaust side of the motor. Hope some of this helps.

Your 99 does not have the same cam seal as the 850, or my 98 S70. You said the red power wire in the trunk is grounded, do you mean there is continuity from one end to the other, or is the wire grounded? Have you checked each wire to the two-pole connector independently? Also, :

Is the relay a known good relay, or just a different one?

The fuse blow before I changed the fuel pump and yes it is a brand new fuel pump and fuel pump relay. When I got home to day I decided to start trouble shooting from square one so the first thing I did was remove the blown fuel pump fuse and the fuel pump relay and unplug the fuel pump in the trunk of the car.
After doing that I probed the terminal that sends 12 volts to the fuel pump (the number 15 on relay) to check continuity it was open or not grounded. Thats good
Next I install the the 15 amp fuse in its correct slot and turned the switch to position II, the fuse did not blow. Now remember I am doing this with the relay removed and pump unplugged. Good
Next I checked for voltage at the relay terminal number 87 (switch is still on and relay out fuel pump unplugged) there is 12 volts there. Good
Next I installed a jumper from 87 too 15 where the fuel pump relay plugs in and checked for voltage in the trunk at the fuel pump connector got 12 volts (pump is still unplugged and switch is turned too II) Good
Next I turned off the switch and reconnected the fuel pump. turned the switch to position II and listen for fuel pump wine and check to see if the 15 amp fuse had blown, it did not blow and I had 12 volts going to the relay terminal numbered 87 and 15 (jumper is still in stall). The pump is working and fuse did not blow. Good
Okay lets see if it will start, guest what?
After installing the new fuel pump relay I drove the car for about 20mins and it ran prefect, It starts every time I turn the ignition switch.
SO WHAT HAPPENED WHY IS IT RUNNING NOW????
I install the new fuel pump and relay last night and every time I would turn the switch too the number II position the fuse would blow

The new pump may have been bound and created a large load on the system (unlikely) There may have been foreign matter creating a current path on the relay panel (unlikely) the insulation on the wires to the trunk may be compromised, when you moved them to change the pump, and check voltage, it created, and them relieved a short to ground? I would inspect the wires in the trunk carefully. Or, gremlins
