john850glt I feel your pain. inspection stations do not know what to do with this code. They will replace both O2 sensors and the code will come back. In pa This will buy you one year. My 1998 volvo is excluded from having the (OBD11) ready codes set in PA. So I can reset the check engine codes right before inspection and get it inspected. I don't think this will work for 1996. If you have to spend money to fix do a pvc repair and other tune up.

I tried cleaning my 02 sensor to elminate the P0133 code as it was fouled.

It did not work, the code came back. I replaced it with a Bosche O2 sensor and the code is gone so far: 4 months of driving. My mileage went up a bit too.

Once they get old, the Bosch O2 sensors keep giving this code. Good way for them to keep a steady replacment business.

Update: Thought i was home free with no codes. But a 50 miles 2 codes. P0133 and P0440 came back.
I guess the P0440 wasn't the gas cap. The purge valve was replace 8 months ago. To cold to mess with this now.

I checked the signal at o2 1 and 2. The response is a little flakly, sometimes ok some times not. I think my highway run and Italian tuneup may have sooted up the O2 sensors. If I could find my newer spare O2 sensor I would probably put it in. For now i'll just run it and see if the O2 sensors cleans themselves up. I have sooted up the O2 sensors before and had success cleaning them before.

side note: Check your grounds. I need to do this too. I've cleaned up the engine grounds, but think there is one for the o2 sensors I need to check.

Just to keep in mind: you can't really clean an O2 sensor, at least not with any kind of surface cleaner. The sensor itself is the ceramic unit underneath the metal jacket, the ceramic is porous. The metal you can see is just a covering to protect it.

in my case, the metal jacket was covered in soot, so the holes were completely covered. Sensor #1 was replaced with old unit. Sensor #2 was cleaned and reused. I agree the ceramic might not be able to be cleaned. This happened after a aggressive seaform to the intake. My O2 sensors did work after cleaning, with many miles with codes.
If my p0133 keeps coming back, I will replace the #1 sensor. I will try a cheap $30 unit.

To erikv11: I'm just a shad tree mechanic. The OP had a P0133, I'm just trying to provide input. The OP did replace both O2 sensors, and still has problem. When I had p0133 i replace O2 sensor #1, And I still had problem. After I coked up the sensor #1 and replaced with old (removed) o2 sensor. I had no codes for many miles. I thought i had this code beat many times but it keep come back. What fixed it for me was an exhaust leak. Now it's back. Maybe i should replace the O2 sensor again. It is easier for me to order a new one than find the "newer" spare i have.
All I am saying is it might be sometime else. (wiring)

I hear you, almost all of us are just shade tree mechanics, I too am simply trying to provide input.

Another thing to keep in mind is that over and over again, the cheap $30 O2 sensors do not work for people. Only the Bosch ones do.

Good call on the wiring, another thing is a dirty connector can cause problems.
