have you looked into the ignition coil? what about fuses and relays? also, how clean are the connectors for those sensors?

Hi Ihailah.
I am curious how your story ends - sure by now your car is humming happily.
I'm actually in a similar situation (S90 Royal 1997 B6304S). But I think I blundered and might have destroyed something. I removed the starter lock w/o disconnecting the battery. Well I reconnected the cables and somehow the starter look was in position I or II. Does anybody know whether this would be a good way to blow the engine controller? I do see other things that do not seem right. On the drive mode switch S and E lamps are on, and the temp gauge does some right and middle and left. The other symptoms are pretty much the same: no spark, sparkplugs dry (fuel pressure at the bridge).
I'd appreciate If you could not dwell too long on the fact that I did a most stupid thing, I feel bad already...

I have a 99 V70XC with the same code. Both wires 2 and 3 read 5 volts when I perform the tests. Any ideas?

Read through the above and try picking up at this step you describe improper voltage at pin 2-let us know how you do :)
Checking Signal Cable

Ignition on.
Camshaft position sensor disconnected.
Connect a voltmeter between the camshaft position sensor connector 2 (engine control module side) and ground.
The voltmeter should read battery voltage .
If reading is OK:

Proceed to test step below.
If reading is incorrect:

Proceed to Checking Signal Cable Resistance to Ground section below.
Current Volvos:
1998 V70 T5, 112k sat 5 years, still in mechanical coma (finally at the top of the pile )
2004 XC90 T6 AWD: 186k, 60 on transaxle ( traded in )
1998 POS70 N/A: DD/training aid, 236k but really about 240k, I think...ABS module( passed on to son who sold it)

Both pin 2 and pin 3 read 5v, not battery voltage. Using the instructions, I think I am at the verification section which says to check the cable between sensor terminal 3 and ECM A36. Problem is that my A36 is a blank slot!! There is no wire going to it for me to be able to test for an open circuit. Guess I need to look for a wiring diagram for my 99.

Found a wiring diagram and finally got the ECM out. Looks like the ground from the CPS to pin 3 (ground) has continuity to pin 65, but the others do not (pin 57 for power and 47 for the signal). Must be a break in those wires somewhere, although I don't know how they were showing voltage before? I am going to back up and start over and still see if I have any voltage at all.

Okay, after finding the correct wiring diagram (I was looking at the DENSO management system instead of ME7, I confirmed continuity from the CPS connector to the ECM. Went back through the steps. Still showing 5v at the power and signal wires.

Unless anyone has a better idea, I think I am going to try a new Cam Position Sensor. Going to do a little more research on the ME7 system to see if it outputs 5v instead of 12.

E kind of resolution? I also only have 5v on pin 2/3 when there should be batt voltage, could anyone shed some light?

ME7 has the cam sensor 7/21 wired to ECM A29, A47, A69

As a logic sensor it almost certainly be use a 5 V signal, not B+
