2003 Volvo S60 2.4T Loss of Power, and hesitation.

Problem: Loss of power and bad fuel economy "16.8MPG"
2 CEL: ECM-262A: Long-term fuel trim, bank 1 - Lower Limit
ECM-6814: Turbo control - Signal too high

I have searched for over a week now on different forums and still have not got a definitive answer as to what could be causing these issues with my car. Now I read that 16.8 MPG is in the range for the amount of miles that my vehicle has acquired but I'm not sure if this is true. I recently purchased this vehicle used about 2 years ago with about 140,000 miles on it and the MPG were reading around 23 something. Since then I have replaced the thermostat, serviced the front suspension, and cleaned the MAF sensor. Also to note I recently blew a seal on my engine shortly after an oil change and had my friend and very good mechanic fix it for me. He also replaced the timing belts because of the fact that he was going to work on the passenger side of the engine. Now I'm not a savvy mechanic by any means but I am very good at figuring things out. Before the seal breaking I would get codes and being a VIDA DICE owner I don't remember what codes I was getting before the seal problem. Last week I got a CEL and the codes that came up were ECM-262A: Long-term fuel trim, bank 1 - Lower Limit and ECM-6814: Turbo control - Signal too high. I have come to the conclusion that either my O2 sensors are bad, the TCV (Turbo Control Valve) is/has gone bad or that my PCV system needs to be serviced. Maybe its all three but FWIW does anyone have any input as to how to check if my TCV is bad. I pulled it off a blew through it but air passed through the Green and Red sides but not the blue. And I kind of had to use quite a bit of force to get air to pass through.

Any help is greatly appreciated.

I'd start with testing PCV system due to the blown seal you mention. Lots of info on that on this forum. Then I'd run a parameter scan, souns like your FT is off, I'd imagine high positive hence your poor mpg.

Thanks for the response I really appreciate it. I will check my fuel trims and report back but I do know I am going to have to clean/replace the whole PCV system.

I'd do the PCV including oil drain ports in lower block, then run parameter scan. You never know.
