Gas mileage? 02 V70 non turbo

I recently had ETM problems and I purchased a pre-programmed ETM with Das upgrade from XeModex.
I used to get an average of 21 miles to the gallon but when I started having problems with the ETM it went down to 17.3 before the replacement. Now with the XeModex it has only gone back up to 18.5.... I am wondering if something else is wrong or am I expecting too much out of the 13-year-old 180,000 mile car?
I have the DICE plug in tool and a laptop but can't run the program on it , need Windows 7 Pro . Was wondering if anybody can look at my car remotely?

What operating system is on the laptop now?

IIRC you can fool VIDA by temporarily tweaking registry, so it would think that it is running on Pro.
