The very large hose that goes over the engine from the middle rear to to middle front (it's a 2.5T) is leaking oil in the front where the hose connects. I have included a picture of the pipe itself, where the leak is, and the leak.
What I am wondering (if anyone knows) is:
1. should there be oil in here at all? I'm wondering if the problem is that the oil is leaking from the pipe, or that the pipe has oil at all
2. is this a sign of something being clogged, or a valve being broken, or a bad seal?
3. Is this something that can be fixed at home or with it require a shop? (I don't have anything beyond simple hand tools, and the most complicated thing I've ever done on a car is replace a muffler).

2004 XC90 PCV (I Think) Leaking Oil

I assume the 2.5 has a pcv system similar to the 2.9 . Google or search here for pcv maintenance. The oil is inside all the intake piping causing this . It is a result of the pcv system not working properly.
If , after watching the videos you do not feel comfortable doing this , search for a competent Volvo mechanic that can do this for you.
