I have been using the advice of this forum to adjust my parking brake. I have no braking effect with the pedal down. I have the center consul moved to made the cable adjustment a lot easier. It was then that I realized no amount of adjustment is enough. The park brake pads look ok.
I just bought this vehicle a few months ago. I have the back wheels off and I see there are new rotors and pads.
Is is remotely possible that the rotor has the wrong specifications for the drum diameter? This may be far fetched. I am out of ideas. Right now, it seems teh most plausible.

@jimmy57; Yes, I took the rear rotors off to see if the drum brakes were actually moving. The pads didn't seem to be worn much. I don't know the tolerances to make an intelligent call on whether they simply need replacing. I guessed that the park brake would be used so infrequently, and only when stopped, that these would basically be a lifetime part.

If the previous owner drove with them engaged they could be toast. You didn't take any pics did you?
I haven't done my back brakes yet but I plan to mine don't work either. I adjusted them in the tranny hump, but that didn't do anything. Have you had someone push the pedal to see if the shoes are actually moving?

I guess the previous owner could have driven with the emergency brake engaged and ignored the chime that goes on and on when it is engaged. The cheap starting point is to replace the pads. I didn't take pics. and I didn't measure pad thickness.
Yep, I have done the same as you. wound the adjuster all the way to the end. Brake just causes slight friction now.
Lastly, yes, I have had someone push the pedal and checked they are moving.
There was a suggestion by someone of cable stretch. replacing cables is an expensive proposition.

I know this is three years old, but . . . I have the same problem. New shoes, new springs, adjusted the cable according to VIDA and there is still no hold. When I had the wheels off I noticed the shoes moved when the brake pedal was depressed. Did you ever figure out what the problem was?
