I picked up a set of Canisto rims on Craigslist last summer and everytime I hit a bump the center piece rattles like crazy. Any suggestions on how to tighten it up or do I just need to get new ones?

I have had this happen: bigger rims, more rattle. Especially the dash like you mention. Easiest thing to do is do the CORRECT tire pressure. It says it on your gas tank door (34psi I think). I used to inflate my tires to the max pressure written on the tire, and boy did my head hurt (tighter suspension too).
If by "center" piece you mean dashboard, you could always find a front "dashpad" (that's what the top part of dash is called) from your salvage yard, and transplant a new one in. It has clips and they pop off after the years. Also, you can take your current pad off and see if the clip tabs are repairable, they might be. (If you need directions on dashpad removal, Robert DIYs videos for "speedometer gear replacement" and "dashpad removal" are on youtube. It is not a hard job at all.
You can always get smaller rims, or freshen up your suspension if they are due (struts)

I apologize Mika. Yes, my dash rattles, but I was speaking of the center cap that goes inside the rim.

I wrap duct tape (torn into narrow strips) around the center piece to have a more snug fit in the rim.
