I started my car after a heavy sideways downpour and heard water sloshing around when the blower turned on. Water then leaked out under the glove box . I took the cabin filter out and it was all wet, then I cleaned out some tree gunk from around the filter box. I don't think there was enough there to clog the drain and make it overflow. I did just have the windshield replaced a few weeks back so maybe the trim over the filter was dislodged and let all that water in, I'm not sure. But anyway, when I had the filter out I pulled on the recirc flap (not recognizing it) and heard something snap...Now it doesn't actuate so my question is what is the easiest way to get to the mechanism? I've taken out the upper dash and blower motor before so that is no big deal but is there anything else?
Looking at numbers 12-18
On a 98 you will have to remove the glove box insert first, then drop the lower dash cover. You say you have already done the fan in the past, so you know you have to pull the knee brace also. 3 x 13 (?) mm nuts, and then work it out.
Remove the fan motor and you are good.

Been there, done that! Glad it was something relatively simple.
Worth checking there is nothing jamming the flap and lubricating it just to be sure.
