1990 S80 Weird electrical problem

After starting engine, radio is start to work after 3-5 seconds.

Most of the time Lights, A/C, Windows, and seat belt sensor does not work at all, or start after certain time. Daytime sometimes is ok... But nigh time is nightmare... No way to start lights. Even if start, lights is blinking. Voltage on running engine on battery is 13.8V daytime and 14.2V nigh time..
