I have re-installed the fuel tank and rear sub-frame as well as the fuel lines. I have filled about 3 gallons of fuel into the tank (about 14 liters).
I briefly re-connected the battery to ensure the pump ran and the fuel level was registering.
Good news is the pump ran, but only briefly. Each time I switched the ignition on, the same thing.
As all the fuel lines have been replaces, the fuel filter, the pumps and the lines to the front of the car, I kind of expected the pump to run for longer, but not being familiar with this, is the pump only running for a short time to build pressure, but not actually filling the fuel lines until I crank the car? Do I have to 'burp' the system in some way?
I am still a ways from trying to start the car, but before I get too much stuff back under the car is there anything else I nee to do while the fuel system is slightly more accessible?
Finally, as I filled about 20% of the tank, I expected to see the fuel gauge registering a higher level than it does. It barely registered at the bottom end. I do have the car's rear jacked way up so I'm hoping that is re reason the level is registering so low. Thoughts? Or should I be concerned?

All is well. No need to be concerned, everything is operating as it should.
The pumps measure fuel level in the middle of the tank. With a tilt to the front there simply isn't the correct amount in the measuring area, hence the measurements being wrong.
When switching on the ignition but not cranking the car will briefly activate the fuel pump relay. It does this regardles of wether or not there is anything connected. Fuel pressure isn't being looked for in any way.
Before cranking you should definately try to get rid of some of the air in the lines, simply to avoid any kind of problem later. For the main line to the engine either use the valve at the end of the fuel rail or disconnect the line at some point. Wait for fuel to arrive and reconnect everything.
If you don't know what valve I'm talking about: Look for the little blue plastic cap on the fuel rail. It covers a one-way valve.
Similar thing for your aux. pump but you probably will have to disconnect lines to get most of the air out.
Running a pump without fuel to cool it will shorten the service life so while not a huge issue unless you do it for 5 minutes straight I'm sure you are not interested in changing pumps ever again on this car.

Yes I know the valve on the fuel rail you are talking about. There is also one on the pipe from the RH fuel pump to the fuel filter, near the fuel filter on the 2000 R. It is not so accessible!
I had my daughter switch the ignition on and off so I could hear the pump priming, and also climbed under the car to feel the pump for movement vibration which there was.
Once I get the car back together, I will prime the oil system with the fuel pump fuse pulled, and then burp the fuel line through the valve at the fuel rail.
