1999 Volvo V70 GLT A/C blows too much out the defog vents

Ok, so the a/c works nice (i'm located in "hell on earth" Florida) and it blows and keeps the air inside the car cool enough to be comfortable but when it's 100+ degrees outside like it's been for the past forever I would like the fan to blow hard and get the car cooled down quickly. This doesn't seem to be happening as with my other V70 and S70s. When I have it on full auto the fan speed seems to be a bit lower than "full speed" should be. I hear a humming noise that I first thought was a bad wheel bearing but then I turned down the fan speed and found it was the fan making the howling noise. When I feel the air coming out of the vents, it seems it's coming more out of the defog vents near the windshield than the front ones. I tried changing the setting from auto to the "face" position and that didn't help. Is it the Climate Control unit that is gone bad? I have an extra lying around but would rather see if anyone has had this problem before I tear it out and replace it. There are no blinking lights on the control unit.............

More likely one of the servo motors for adjusting the internal flaps has failed or the drive between the servo and blade shaft has cracked.

Look this up as it was covered recently.
