93 240 no power to fuel pumps

I've read through some similar threads but didn't find the answer that I was looking for. Here is a little background on my situation. I was given a 93 240 that was totaled by a friend of mine. The bulk of the damage was to the passenger side (fender, rocker panel, wheel, complete strut assembly, lower control arm, both motor mounts and trans mount, whole exhaust) I replaced all this stuff and I thought I was done. :mrgreen: Like in other threads, I have no power to fuse 4. This prompted me to replace the fuel pump relay and inline pump/filter but still no fuel. I then replaced the in tank pump and crank position sensor. This is going to be a brand new car before everything is said and done. I checked the wiring and I seem to be getting ground at the in tank pump where I should be getting 12v. WTF. The car ran fine 3 or 4 years ago when parked,

What am I missing here?

This is a 93 so no fuses that I could find under the hood. They should all be in the driver side kick panel area.

I did find a relay in near the battery labeled 2.102.100 that I'm not sure about it. Is this the fuel injection relay? Does anyone know what wire goes to what pin?
