The ignition cylinder in my 98 v70 is very hard to turn and does not turn the ignition switch. I have taken the steering column apart and can start the car by turning the electronic part of the switch, but the cylinder is still locking the steering. The shift lock is working and the car can be shifted normally, it just will not turn. Is the cylinder totally gone, and is there a way to remove the steering lock so I can move the car to a safer location?

Is it possible the key is worn? Do you have another to try?
You may need to replace the lock, it's not that hard if you have the right tools. Make sure you have them before you start. There is a description of what I did to replace mine here.
If the key doesn't work, there's no way to release the lock without drilling the bolts out.
