abscate's source is correct of course. However the manual is pretty vague in ATF type, and the idea of never changing it is right up there with the wisdom of a "lifetime" transmission fluid.
Our V70 of the same vintage had Pentosin originally- a synthetic ATF. I swapped it twice in the 15 years we had it, pulling all the old fluid I could with a fluid pump (a baster would work fine too). I replaced ours with Mobil 1 ATF and had no issues for the time we had it. We sold it with 155k on the odometer, and still see it driving around town.

I have just sucked out all the power steering fluid from my 2000 V70 base. The hand book is incorrect for the 2000 year in both fluid type and capacity. It lists the capacity as 0.9 litres, but my turkey baster removed 700ml from the header tank alone. Can't believe the rest of the system only has 200ml!!! I think the capacity is based on the older tank on pump design.
Fluid type is not a standard ATF, Volvo uses Pentosin which can't be mixed with ATF.

What year did the transition to Pentosin take place ?? I used PS in my 1999, was 2000 the change year??

They started using Pentosin first on the 960 in 1996. I think the rest got in in 98. You can use ATF but ATF will cause pump cavitation in some circumstances and trap gas. That can cause whiny pumps and shudder or thump when you turn rapidly in parking maneuvers due to pressure oscillations from trapped gas. Not everyone would have issues and loads of volvos are running around with P/S fluid or ATF in place of Pentosin with no issues. Hotter temps are when the issues normally surface. Hydraulic servo systems are not picky about their fluid unless situations lead to gassy fluid. Then the fluid having more anti-foaming properties is important to keep complaints low.

I used a generic PS fluid from Advance Auto in my 99, now that I recall..

I use Pentosin 11s in 2003 C70 and 202 in 2006 S80.

The 1999 manual is incorrect. I confirmed it with my mechanic a few years back after I had added some synthetic ATF and my steering got worse. He told me the manual was wrong and that Pentosin is what should be used. The pumps had been changed sometime prior to the 99MY but the manual was never updated.
I evacuated the system, added Pentosin and the steering has never been smoother. Still going strong.
I understand others have had different results, but this was my experience.
