Was getting ready to put the old girl on the road again when it just stalled and won't start again got fuel relay coming. Jumped fuel pump its working bit scared might be something else. Timing belt done,PCV done starter coming too!!!! Would low battery make it not run? I think the bad starter is to blame for the low battery.

If jumping the fuel pump relay makes it work, thats the problem.

You will get about 5 years out of a battery in NH. If it sat discharged for more than a few weeks, it's probably weak.
The 99-00 models are more electronic that the -1998 series and like good battery voltage
Nice job on the relay diagnosis. I've got 200k on my original fuel pump, hope I can get another 50k out of that one!

Go ahead and charge the battery, never hurts to have a full charge. You mentioned the fuel pump relay, but did the pump work when you turned the key to pos II?
How long did the engine run before it stalled? Just a few seconds or a few minutes? Lawn mower syndrome? Pull a spark plug and see if it is wet.

If I had a larger garage, I could have more Volvos.

Had a problem similar to yours. I could hear the pump but it wouldn't start after it stalled out in my driveway. I had a clogged fuel filter, couldn't get enough gas to the engine to the injectors. You might carefully pull the hose off the front of the filter and see if you have good fuel flow. Mine sat for a few months and was getting ready to go back on the road. I cut my filter in half after getting it off. the ethanol had completely plugged it with water and crap. Good Luck.
Is the check engine light on? Any mass air flow codes?
Try unplugging the MAF and start the car. If it starts/runs, leave it running and plug the MAF back in. If it dies as soon as the MAF is plugged in, the sensor is probably bad.
This happened to me a while ago, had similar symptoms: viewtopic.php?t=81229

How are you still on the original fuel pump!
At 200K, I'd say you're doing something right to keep it going: always keeping your fuel tank clean? replacing your fuel filter every 75K? putting in some fairy juice every 5K? What's your secret!!
