Power steering making a "whining" noise when steering wheel deflected to left or right.

Fluid level normal.

Foam in reservoir when operating.

Suggestions for cause/fix?

Most likely a steering rack leak. Get it checked. Depending, you might have to have it replaced unless it's a leak in one of the lines to it. Fcpgroton.com has good rebuild racks, but not sure if they have them for your particular car.
