I pulled the starter relay, probed and found one hot lead, then I tried the balance of the probes and there was nothing. I then swapped the relays and had the same result. I put a jumper wire from the small connector on the solenoid to the white empty lead that I've read is the PnP bypass. Nothing... And no test light when key is in start position at that. Bypass connection.
I then checked my V90 bypass connection and the IS power at that connection, so, maybe switch?!?
So back at the S90, I put two spade connectors at the small solenoid, ran that jumper up and hooked a momentary switch to power and started right up and purred oh yeah, except ... The ABS light is staying on !
I downloaded the wiring diagrams but will have to research it tomorrow

I downloaded the wiring diagrams but will have to research it tomorrow.

I went and probed my 97. Standing at the driver's side fender. The 6 o'clock socket position is terminal #1 (the one closest to the fender). From there the terminals number off counterclockwise.

#1 (6:00) Main power from main fuse box.
#2 (3:00) From ignition switch.
#3 (12:00) PnP/Starter
#4 (9:00) Coil ground.

#5 terminal to the cruise control does not physically exist, it just a tap off #3.

The center "terminal" has no electrical connection and therefore is electrically meaningless, it just serves as a key to make sure the relay cannot be inserted incorrectly.

Stick your test light in #2 (3:00) and hook the other end to a ground. Turn the key to start position, the test light should light. If it does not, ignition switch or anti-theft is the problem.

Place a jumper between #1 (6:00) and #3 (12:00), if the starter kicks in, the PnP switch is good and you can put the PnP switch out of mind.

Forget all the other stuff you read about PnP bypass . If you follow the instruction above we can narrow this down, with certainty, right at the relay socket.

Sounds like the jumper terminal for Manual transmissions. This is shown as BLU M/T only on the wiring diagram. It would work as a PnP bypass on cars equipped with an automatic transmission.

Agreed, it is hot on the wagon when in start position but on the sedan it's definitely not.. both are automatic transmissions

I grabbed center console relays while at pick n pull, the diagram shows it being the location of the security alarm system relay - I'll try that tonight

The relay is marked "alarm system" ... did you grab the right one?

https://www.ebay.com/itm/1997-98-VOLVO- ... 2548.l4275

You can also probe for the ignition switch start signal at security relay socket.

Not 100% sure on the 97-98 but .... On the 95-96 960 the relay panel was in the center of the center console. To gain access to you remove the ash tray. I think the security relay is on the other side of the panel you pulled them other relays from.

You might try removing the trim to gain access.

To remove center trim:
1. remove ash tray
2. two screws on bottom of trim
3. Pop out the trim with a bone tool of some other plastic tool.
I use Jewelers screwdrivers but you got to be careful not to let them slip and scratch the trim.
