First thing I noticed. Maybe that's the problem...

Marvel Mystery Oil works wonders for freeing up a seized engine. Worked great in my Saab.
It sounds to me like you were just hitting a compression buildup from the plugs being in. Perfectly normal.
You can look at the flywheel through the starter hole obviously, and I believe there is an area under the transmission where you can see it. I'd definitely like to see a pic of this starter, though.

Since the car was donated to you I would bet my paycheck it needs a new PVC system. Before you change the starter, take off the intake manifold and renew the PVC and while you have the intake off replace the starter. It will be much easier. Also, while you are in there inspect your power cable. Would be a good time to replace while you have it all apart.

Agreed. Safe bet that the PCV is clogged up.
That power cable can be a pain, and you’ll be able to easily trim and move the old one to a safe place with everything opened. You’ll have to run the new one alongside the main harness cover unless you want to spend a weekend cleaning up wires. I chose the easy way and ran it outside the cover.

Replace the starter with a new one from IPD or elsewhere, and give it a crank. It should fire right up. If instead of turning over, it screeches, grinds, or whines, then you may also have damaged teeth on the flywheel.You will know it right off the bat. I haven't done a starter on my 98 Volvo S70 GLT yet, but I just did it on a Ford F-150 and the starter teeth were gone, but the flywheel was still good. It makes sense that manufacturers would make the more easily removable starter cog out of softer metal than the flywheel. I would hope Volvo was at least as smart as Ford in this regard.

alright, put in a new starter, crossed my fingers and it started right up.....noticed a few more things needing attention, the antennae won't retract all the way, sticker for the timing belt says it was done at 140,000, there is 208,000 on the car, the nipple on the coolant reservoir is snapped off.....all things to keep in mind, but it was a free car, what the heck.... Thank You all for your input....

Well one major thing to strike of the repair list! The engine now runs. The other stuff is not overly hard, and if you can change a starter motor the rest should be within your abilities!

You are due for a new timing belt at 70k, so 210,000 for you, but don't sweat it too much. It can wait a few months or thousands of miles until you get to it. I ran one of mine 35k past time, and my " stare death in the face Beetle" is 5 years overdue.
