Blower motor relay?

I changed the blower motor in my car a couple years ago and things have been fine except for two things. The first is the motor never turns off except for when I take the key out. When I turn the fan speed to zero, it spins slowly and still blows air through the vents. If I have the engine off, but the key in position II, the motor runs when turned to zero and surges randomly. I replaced the resistor but I’m still having the issues. The only concern I have is that it will eventually stay on all the time and drain the battery. I’m thinking the relay switch but I don’t have the tool to test the voltage yet. Thoughts?
