One piece of information I was happy to find it about them is that they apparently do a high and low pressure testing on all of their racks right before they send them out. If they leak in their test they don't send it to you. So that makes me feel a bit better about it

We had a bad experience with a rebuilder of racks here, not your vendor, distributed through FCP.

FCP pulled the product pretty quickly , in short, the racks locked up.

That sounds really dangerous, do you know what caused them to lock up?

Just put a rebuilt axle shaft on my sisters XC90 from Detroit axle. It was a reman OE axle shaft. Zero binding ticking or slop which was my experience with aftermarket 'new' from NAPA I mistakenly tried to use on my S60 (lesson learned!). I was very happy to find they have expanded their product lines into P2 Volvos. Just a couple years ago for Volvo cars they didn't go newer than parts for the P80s.

They were new Cardone rebuilts, which a member installed and had lock up on the road.

NB - Cardone is remanufacturer supplying to most of our MVS vendors, so these things can crop up anywhere. Ive bought Cardone calipers from BAP GEON here in NY, for example.

I've learned to be wary of cardone rebuilds on anything that requires precision machining, quality pressure seals, or is tech oriented. For example, on a previous car of mine, one of the early Chrysler Cirrus, a 'rebuilt' TCM from cardone to address a problem with the TCM L/R PWM control circuit when the engine bay got hot in stop and go traffic merely traded for a problem with the 2/4 solenoid circuit on the rebuilt unit. Which tells me they don't really test those things very thoroughly...which needs to include temperatures experienced in it's actual operating environment.
I gave up and rigged the radiator fan to run on low at key on by pulling the fan relay for 'high speed'. On that car the ECU senses the high speed relay fault and turns the fan on low which kept the computer module happy as it was right behind the radiator fan. The ECU (right next to the TCM) and the igniter module buried deep inside the distributor also have a tendency to fry out in those cars too if you don't keep the engine bay temperature down. Within 12 months of buying it, I replaced the distributor twice, then was having problems with the TCM. That car was nothing but trouble. Once I rigged the radiator fan to run it was good reliable trouble free car from there out (5 or 6 years). Until the body started rotting away where the rear suspension crossmember attaches. There was no saving it at that point, it had to go and I said hello to a Volvo.

I saw in another thread that someone bought one of the V70 racks from Detroit axle and it did not have the motor mount bracket and Detroit axle said it was optional for rebuilds or something.

Yikes, hopefully mine comes as a complete piece I can actually install. It kind of seems like this guy is talking about a brand new aftermarket rack, which isn't listed on their site now for our Volvo's but maybe was on there before? They do list new racks for several other vehicles.

If what I receive is a remanufactured Volvo unit I don't see why they would gain anything from removing the bracket. I'll know for sure Friday, the part is scheduled for delivery tomorrow but I'll be at work until 1am.

Got my rack in today, has a bracket for the motor mount so that's a good thing. Seems to be genuine Volvo, I'm attaching pictures of the Volvo tag and the only numbers I can find on the thing

Check that the manufacturer of the rack is the same as yours. Volvo used 2 manufacturers but they are not a straight swap. I believe either can be used, but you then have to ensure you have the correct inner and outer tie rods.
