Fog light grills?

Just wondering if someone can answer this... 04 V70R. One of my front fog light grills is open, and one has the openings closed off. I see both kinds on line. Wondering if one was replaced with a different type, or if they came this way new? One Euro and one US? Thinking about pulling the blocked one out a cut the openings so it matches the other one.
Any help is appreciated-

MDK here...my 04 S 60 R I bought had no grill's. I ordered them from Volvo and they're " closed" if this helps

Hmmm... Yeah, I'm thinking one of each doesn't seem right. Good to know.
