So ignition key remains in key-off position, and can't be removed.
Then one day, windows power was gone, along with auto-shift lever requiring manual over-ride button being depressed to move it. Then, Key could be removed from ignition switch.
So, fuse 12 apparently was the power issue problem, windows up/down work fine, and auto-shift lever works fine.
I haven't pulled fuse 12 yet...but WTF?
