Like they are stuck in flash mode

Should be easy to troubleshoot - probably a fail in the light switch or the relay - of course, Im guessing thats embedded in the CEM on a P2

In fact, that's how they should work, is just that it's a little confusing. It seems even the main dealer has to explain to customers now and then how to do it 8)
