Voltage is ONLY present between Pins 1 & 5 within 8 secs of turning on ignition to Pos II on a functional throttle.
It's safe to say that if you hear the throttle operating, the voltage to the flap is there.
The other circuit (between pins 2 & 4) requires power for the potentiometer. As I mentioned voltage across 2 & 4 can be compromised by a broken or corroded film. The best method is to ground the black lead of your meter and look for voltage at Pin 2 OR 4. This voltage stays on as long as key is in Pos II

I've just done a quick test before it started pouring down. I put the black lead to chassis ground and the red lead on pin 1 and saw 6v. I then put the red lead on pin 2, 3 and 4 and saw 0v on all of them. I then decided to disconnect the TPS from pin 2 and recheck it. With the TPS disconnected, I could see 7v on pin 2 (ETM side). Hopefully this proves what you were saying about a broken or corroded film on the potentiometer.
That's as far as I got as it poured with rain and unfortunately I don't have a garage.

Sorry I meant on the 5 pin side. I disconnected the TPS from pin 2, like you do when installing a Sacer TPS wire. Once disconnected, I could see voltage on pin 2. When I connect the TPS back to pin 2, the voltage goes back to 0v.

You should be fine to go ahead and install the Sacer TPS.
Output leads for throttle angle to the connector are yellow/green and red/blue. Once the Sacer is fitted power it up and measure the voltages at those leads. If you rotate the flap by hand they should vary.

When installed the sensor output on both sides should be between 1.35 and 1.45V.
