When I did my XC70 it took me pretty much all day in my garage working at it slowly to do the TB, all pulleys, serpentine & all pulleys.
I can see how someone that's done it before should be good with half that time.

You don't need to do the water pump at 200000 KM (not miles). Let it there until 300000km unless a previous owner did replace it with a cheap aftermarket part. This pump is unlike ones on a BMw or Honda, it lasts usually the life of the car. It's also expensive because we only put Aisin (all other brands may fail all of a sudden after few miles). It also takes time to remove because if has a gazillion bolts on it hard to reach. Plus you will need new coolant (use genuine from Volvo mixed with distilled water from Walmart pharmacy by the gallon)

The PCV is indeed a 2-3h job + parts at a small honest garage, in fact it can be done in 1.5h on a non turbo but garages ask more. A Volvo dealer will perhaps charge 4h+. You will perhaps need just the box, can get it from Eeuroparts.com ask them which shipping service has custom fees paid upfront for Canada. A Volvo specialist will also have it

Well, I decided to give a try to replace the timing belt myself and let the PCV to my mechanic.
I think I will go with oragex recommandation and let the water pump there. So I will buy a kit with the timing belt, tensioner and idler. Since I'm there, I will change the serpentine belt as well, so I will add the belt and the tensioner. Do I need to change any seals, or that is all I need ?

Labor on a timing belt is only about 2 hours once you get practiced. Leave all the seals alone if they are not seeping, circle back if they leak and do them later.
Have a close look at your water pump and if it isnt seeping, leave it in. At 230k miles on my original on my 1999, just under 400k km

What was your logic for leaving PCV to mechanic? FCPEuro has a good video on the PCV job. There are some tight spots and removing intake manifold can be tricky, but I don't think it is any more complicated than TB job.
My opinion is heavily biased, however, by my overall philosophy that if I can't fix it, I don't want to own it.
