Serpentine Belt broke while driving - new belt won't install!

Oh, so the pulley is considered to include the disk that the belt drives, but not the bearing shaft at the middle of the disk and that shaft is part of the pump.

So the wobble in the pulley is a result of an issue with the pump bearing.

Thanks, I have been learning a lot this week (in my case, mostly about worn suspension bushings).

Update

I replaced the bad alternator pulley. Upon test run, tensioner still had noticeable oscillation. It seemed slightly better and less noisy, but still moving.

Replaced the power steering pump as well as put an INA tensioner on. Still some tensioner movement. Hopefully it's no big deal.
