VOLVO V70 steering lock/electrical issue

My 2008 V70 (keyless) has an issue with "steering lock activated, please turn the wheel" coming up on the dash. However the steering wheel can be turned and isn't actually locked. The ignition will turn on, but I can't start the car. All other electrics operate correctly (apart from maybe the folding mirrors). Same issue whether fob is in the ignition slot or in your pocket.
I've taken the car to an auto electrician who is having some difficulties specifically diagnosing the issue, however they believe it is the CEM. I haven't had the car long, so know little of it's history. The diagnostic computer at the auto-elects detects the CEM shutting down and won't provide a code for the diagnosis. Which in turn effects the testing of the ignition module.
Does this issue ring any bells with anybody? I believe we are sending the car to Volvo to see how it scans there. The electrician is estimating a part cost of about AUD$3000 for the CEM from Volvo Australia! Ouch.

The cost shared by an electrician is much more than i estimated.

Note: The Land Rover LR2 (Freelander 2 if you prefer) uses a lot of Volvo parts, in fact it uses the Volvo steering column lock.

An LR2 owner in the USA had a problem with his steering column lock (a Volvo part) and he use a video fro a Range Rover to figure out what was happening (Note: the video is for reference only, I don't believe that the Range Rover uses the Volvo steering column lock)
