2003 Volvo S401.9T engine code P0299, Turbo Underboost and P0455

So I had my car in the shop for a bit and finally got it out and went out to town and then came back. I had a CEL before I took it in and after (and I should mention I took it in for mostly stuff unrelated to the CELs) I took it out. So I got this code.

P0299 Turbocharger underboost
And
P0455 Evap System Leak (large)

So things I can mention is that even though the turbo is underboosting, it still is creating boost. So I can't imagine the waste gate is faulty. The turbo also sucked down some coolant when I took it back to the shop after a T fitting in the coolant system peaced out. That's all I got. I appreciate any help and advice. Thanks!
