Is this normal when i start engine then both radiator fan working slowly about 20 seconds, even when engine is cold and outside is also cold.

Cooling fan comes on when the A/C clutch engages.
Open the hood and watch the A/C clutch as somebody starts the car. A/C compressor engages every start to keep the oils suspended. The compressor oil is part of the seals. If the oil drains to the bottom and sits there the seals will leak. This is why a car that has been in storage for a extended length on time always need a A/C recharge.
