APP/ Gas pedal assembly questions

Should 1 of the wires going to the accelerator pedal have 5 volt reference, and shouldn't the green with white stripe wire be the power wire always have a constant 12 volts with key off or on? When checking fuses in the secondary fuse box (one under plastic cover in hood to cowl panel area), shouldn't they all have 12 volts on the meter when testing whether or not the key is on? When i test them with key on most of them show 12 volts but fuses 19- 21 i think, have less than battery voltage, this does not seem right to me i just can't seem to figure out why. I have done everything i know to do and suggestions I have received on here as well.
I replaced B+ Battery cable with new one, replaced the main control relay in the relay/fuse box in the corner, checked all fuses (none blown), new OEM BOSCH MAF, new OEM Volvo accelerator pedal with sensor, charged battery, traced over all the wires i could see for crimps, shorts corrosion etc, and i followed the Xemodex ETM flowchart, the green wire with white stripe that goes from fuse #2 ( ETM Fuse) to the junction point 8 inches from relay/fuse box where there is a junction of wires tied together and checked for corrosion or breaks and it looked fine to me. I have battery voltage at the ETM PIN and all green wires going to injectors and all wires going to coils have correct voltage. Not sure what to do next. my rear fog light warning light on dash comes on when switch is flipped on and bulb wont light up, could that possibly be related to anything. i want to figure out why i dont have 12 volts at all fuses.

How about the 4 gauge wires running from battery to the fuse Box?

You find the voltage drops by tracing the wiring backwards , checking voltage at each step.

These cars will freak with voltage drops.

Yeah, i replaced the 4 wires going to the relay/fuse box, the B+ Cable, that the one you are referring to, it goes to the big lug in left corner of relay/fuse box, i removed all 4 of them and installed 1 4 gauge wire in their place.

Okay, so find each fuse with low voltage, anything less than 0,1 Volt Less than battery, and trace them back to the fuses on top of the fuse box. Somewhere you have a drop , and that will tell you where to rewire or clean

On my 1999 the green / white to the accelerator pedal is the 12V feed to both the 7/51 pedal and the ETM, and us fed by fuse 11B/2 and the main relay 2/32, both will be at zero Volts with key off

Many of the fuses are relayed and only hot under certain conditions.

so do they go from secondary big fuse panel by windshield drivers side, to the relay/fuse box? so i should trace from secondary box to the main relay/fuse box then correct, not going to be easy, i could not figure out how to remove the secondary fuse box so i could check the bottom side where everything comes in, not sure if the bottom of it is connected the relays etc directly under it under the dash area.

Can anyone answer this for me please before i go back to the car and start retracing wires AGAIN please.

You have to scour the webs- and find the 1999,2000 wiring diagrams and look for powertrain management.

Find it, image, and post it here
