Blocked air intake, 98 S70 GLT 160,000 kms

Engine starts and idles normally (parked outside at -20 C ), but refuses to rev. above 1200. Flexible intake hose from intercooler to intake manifold collapses when throttle is pushed. Air filter is clean and dry, and car ran normally last night. Once before the intake was blocked enough to prevent start-up, and a warm garage thawed it out. What's up? Can anyone help?

My thinking it that condensation down the line in the turbo pipe has frozen....you can either pull it into a garage and let it thaw again or take the pipes off and check them.
