Hello all update to this post. I was finally able to bring it to a volvo shop and the problem is the cem not communicating correctly with the key and ecm. What needs to be done is send all three out to be reprogrammed and repair the cem. About 1200 is what they want to charge. Thanks for the help

To take out the cem ecm and keys. Get the cem rebuilt and program all three. https://www.swedishmotorsmn.com/

On the socket for relay 2/35 (FMA4) jump pins 3(30) to 5(87).
1. If the starter turns over the problem is on the ECM side.
2. If the starter does not turn over the problem is on the starter motor side.

The starter does turn over and it runs good once its started

They skipped over the Immobilizer Antenna Ring and went straight for the expensive stuff?

They checked the key and immobilizer. Immobilizer is okay. Can be unplugged and it trips. And then repluged in and the warning goes away

I confused. Do you have constant or intermittent issue? Can you start engine sometimes without some force manipulation?
