Can a accessory that draws very little current be connected to the reading light cluster in a 1999 V70 without doing damage to wiring or systems?

how much current do you need?

The safest method is always using a relay.

only 250 milliamps. how would you use a relay, there's no switching needed

use a good source of power (I have run an 8awg wire to a distro block that I can use for power) and run that to the relay. Then use the dome light as a trigger for the relay.

250mA is probably fine to run w/o a relay, but I follow the better-safe-than-sorry attitude where a $0.99 relay can save the day.
